What problem are you solving?:
In November 2009, Rural Development Agency – Center (ADR-CENTRU) initiated a cycle of seminars dedicated to Participatory Planning altogether with Mayoralties and Official representatives of Orhei District. As a result, was identified and prioritized about 60 main problems (http://adr-centru.md/programmes). The problems that negatively influence the development of communities and region in general where prioritized as follows: Lack of communication abilities between LPA and citizens, businesses and other actors; lack of informational instruments; Lack of citizens participation in solving of community problems; bad cooperation between Public Services; bad cooperation between Mayoralties, District Administration and Regional Government sub-structures; lack of efficient documents management; lack of inadequate knowledge regarding public services, limited access to public services, geographical factor negatively influence access to public services.
Describe your idea:
The main idea of this proposal is to establish a common regional information system in area of Good Governance with participation of Civil society, LPA, Government sub-structures and citizens.
The main idea is to provide
1.Workshops with LPA and Governmental sub-structures to identify their needs
2.Creation of the regional informational system consists from 3 components: 1st-internal document management between Mayoralties, Governmental sub-structures, District Administration; the 2nd-Transparency and Information component: for using by citizens and to increase their public participation; and 3rd-the Public Services component: access to PS through internet will increase the efficiency of this system
3.A capacity building program for representatives of LPA, Governmental sub-structures in the region
4.A dissemination national campaign on Good Governance through Transparency and Information, based on the main findings of the projectWhat country will this operate in?: Moldova

What problem are you solving?:
In districts Căuşeni and Ştefan Vodă (South-East part of Moldova) are 76 localities (50 mayoralties) of which no locality haven’t a personal website or a blog. In this region turns 223 NGOs of which only 2 NGOs have a personal beginner site. In this region hasn’t a resource center such as in other region of country. Thus was created the lack of transparency in activity of NGOs and LPA in Southeastern part of Republic Moldova that leads to stagnation of activity with all its consequences. This initiative will encourage transparency and citizen participation will be strengthened.
One of the most important impacts of the project will be the growing trust of population in the NGOs and LPAs. Project’s beneficiaries will study to work for democratic values promotion and effective community development.
The project will be an example, at regional and national level, of profound collaboration between community and public sector from region.Describe your idea:
The project is based on information, training, consultancy and exchange of experience for associative and public sectors. Will be developed database of 50 LPAs and 30 active NGOs from region. The necessity of project is because of chaotic and individual activity of NGOs and LPAs in the region, lack of a mechanism of information, collaboration and knowledge transfer, which contributes to the stagnation of society. By implementing the project will be provided transparency of public authorities and civil society, information flow and transfer of knowledge, freedom of communication and access to information, effective cooperation between all social actors.
The project methods and mechanisms used is completely innovative, because will be created an informational portal for communication and transfer of knowledge, accessible to users locally, nationally and internationally. This will increase communication and cooperation between all social actors.What country will this operate in?: Moldova
Who are you?:
Tighina Informational Center, TIC, has registered as nongovernmental organization in 2000 year. The goal of TIC is support of informational development in Causeni and Stefan Voda rayons (South-East part of Moldova) in all spheres of activity, transparency and access to local, national and international information. Target group of TIC are all social categories of population, the public and associative sectors from the region. The population of rayons is 176000 habitants. Always the activity has unfolded in partnership with all local structures and communities.
TIC has a qualified staff. The local and national experts are involved part/time in project and activities of organization. Since 2000 year to present Tighina Informational Center (TIC) has implemented 27 projects in many domains and is one of the best organization from region.
TIC is member of National Youth Council of Moldova and respective of European Youth Forum. -
What problem are you solving?:
Moldova is going through a long period of transition from the communist system towards the capitalist one. The major politicians in Moldova, especially those who were elected and those appointed by the Parliament, Government, President etc. are really hard to reach when trying to solve a problem. As well if some person wants to find out any information about something, he, the simple citizen, doesn’t know where to go and whom to address the question.
Corruption and bureaucracy are big problems in Moldova. When trying to go, even to the doctor’s, to any state department, you get the impression that in Moldova a person can live only having the necessary relations and connections. Practically everywhere in this country you require someone to lobby for you. People that suffer the most from this are those from rural areas where there is no cable television, no proper access to the internet, no acceptable infrastructure. There is no normal feedback from the authorities.Describe your idea:
We consider that the development of a new website in order to generate meaningful transparency, accountability and democratic empowerment in Moldova is absolutely necessary. We plan to create an online directory containing all state institutions, with links to their websites. Our final goal is the creation of a national database with contacts and feedback from the authorities. We will act under the high patronage of the Prime Minister of the country and we will ask for his support.
Stage I: Every Mayor, Local Council Board, state authority will have their page and a “Contact Me” form for questions. Our main role will be to build up a correlation between the civil society and state institutions and create accountability for their actions.
Stage II: Publish promises that each official made when beginning to work or when campaigning. We want to become a watchdog in the matter of transparency and accountability.

What problem are you solving?:
Transparency and accountability are amongst many other issues on the Agenda of any Government. In order for Govs to be accountable to their citizens, Govs need specific instruments for doing it. Implementation of these instruments require a certain capacity, knowledge and expertise from various stakeholders at the country level in areas related to information dissemination, Internet, E-Governance and Internet Governance with all components following under the last two…
The experience of the Youth Leaders for Community Development through Internet Governance project implemented by the CMB Training Center Moldova back in 2007-2008 showed that there is lack of this capacity, skills and expertise at the local level and that more should be done in terms of capacity building for the Govs and their agencies in this area. http://cmb.md/igfDescribe your idea:
The main idea of this proposal is build the capacity of 25 key stakeholders in the country in area of Internet Governance including on transparency and accountability via the systemic use of Internet and other ICTs for Development.
The main idea is to provide
1. A capacity building program for representatives of NARTI,Ministry of Information Technologies and Communication, Molddata, Center for special telecommunications, etc.
2. Research on the effects Internet and the information disseminated via Internet on the developments in the society/on the community;

“CMB” Training Center is active since 2002 in Moldova.
EXPERIENCE RELATED TO INTERNET GOVERNANCE: Veronica Cretu, President of the CMB Training Center acted as an online coordinator for Europe region, within the Internet Governance Capacity Building Program, with DiploFoundation, Malta since May 2005 – till May 2008.
Additionally, Mrs. Cretu acted as At Large Advisory Committee Member for South-Eastern Europe within the Internet Corporation for Assigned Names and Numbering (ICANN) from USA during May 2007-May 2008. Mrs. Cretu was in charge of the Organizational Development of the At-large Advisory Committee.
Additionally, Veronica participated in the 1st and 2nd Internet Governance Forums (Athens and Rio de Janeiro), as well as acted as Internet Society Ambassador for IGF in Rio! Veronica also coordinated the Youth Leaders for Community Development for Internet Governance project in Moldova with support from Global Knowledge Partnership, Malaysia. -
What problem are you solving?:
One of the most stringent problems of the Moldovan society at the moment, especially of the rural society is the absence of the access to information or limited access to the public information.

The right to information is fundamental, and limiting it, or even enclosing it, is an infraction of the human rights.

What problem are you solving?:
Moldova is a post-communist (or maybe even still communist) country, so the laws here are all messed up. Some of them are actually copy-pasted from Romania’s laws, with the name “Romania” still in the text of the law. Other laws are translated from Russian or English. The website is going to fix broken and bad laws and introduce new ones, based on what people want.
Describe your idea:
People should have the possibility to propose new law projects, discuss the pros and cons of those laws in a peaceful manner and then vote for or against it. The highest-ranked law ideas should be submitted to the Parliament or other institusions.

Who are you?:
I’m a 16 years old teenager, member of the Hyde Park NGO and the “Spirit Românesc” group. Hyde Park currently runs the most visited/popular democracy website in Moldova, Curaj.Net.
I have some basic coding skills in PHP and Javascript, but I can handle HTML/CSS websites pretty well. I’m not able to build a big website from scratch, but I can maintain/improve it. -
What problem are you solving?:
Providing to Moldovan and international internet users, particularly youth, the unbiased, democratic, interactive, equidistant, as-is information through live video-steaming coverage of various events from Moldova on www.Privesc.Eu and to engage them in democratic processes, events and new initiatives in the society.
As Internet penetration rate in Moldova grows about 50% yearly, there is a need for innovative projects to satisfy the need of Moldovan public for access to information online.
This is actual for over half a million Moldovan citizens working abroad those living in Transnistria breakaway region, which have Internet only as a source information.
Also there are no online tools for active youth to directly influence the events, which take place or to be engaged in decision-making processes.Describe your idea:
We will offer live video streaming of important and/or low-exposed events, organized in the society or at project’s initiative and will assure communication between youth and participants at those events.
A large group of volunteers will be given opportunities for civic engagement by involvement in online and offline events and by working on project’s maintenance and sustainability. For reaching more internet users new strategies will be created and new promotional methods and tools designed.What country will this operate in?: Moldova
Who are you?:
I’m a very active young person that is pursuing to positively impact the world around me, one step at a time. Everybody knows me as a person that always thinks positive and never gives up. When having difficulties, I’m doing everything only for find some best solutions.
I am the youngest member of the Privesc.Eu and the one who works the hardest for the project. Since the beginning of Privesc.Eu, I was the one to do all the field-work: to attend the events, set up the equipment and to live-broadcast online. I proved to be the heart-core of the project.
Meanwhile, I graduated the Financial-Banking College in Chisinau and was accepted to continue the studies at the Business and Public Administration department at the Free International University of Moldova. I’m eager to gain new knowledge and to apply it in a new, innovative and beneficial way.
