What impact do mySociety sites actually have? We could lose a lot of sleep over this important question – or we could do something concrete, like conducting academic research to nail the answers down for once and for all.
As slumber enthusiasts, we went for the research option – and, to help us with this commitment we’ve recently taken on a new Head of Research, Rebecca Rumbul. Watch this space as she probes more deeply into whether our tools are making a difference, both in the UK and abroad.
Even before Rebecca came on board, though, we had set a couple of research projects in motion. One of those was in partnership with the University of Manchester, funded by the ESRC, which sought to understand what impact our core UK sites (FixMyStreet, WriteToThem, TheyWorkForYou and WhatDoTheyKnow) have on their users, and specifically on their level of political engagement.
Gateways to participation
It’s perhaps worth mentioning that, while our sites appear, on the face of it, to be nothing more than a handy set of tools for the general citizen, they were built with another purpose in mind. Simply put, each site aims to show people how easy it is to participate in democracy, to contact the people who make decisions on our behalf, and to make changes at the local and national levels.
Like any other online endeavour, we measure user numbers and transaction completions and time spent on site – all of that stuff. But one of the metrics we pay most attention to is whether users say they are contacting their council, their MP or a public body for the first time. Keeping track of this number ensures that we’re doing something to open democratic avenues up to people that haven’t used them before.
But there are plenty more questions we can ask about the impact we’re having. The University of Manchester study looked into one of them, by attempting to track whether there was a measurable change in people’s political activity and engagement after they’ve used one of our sites. On Monday, researchers Rachel Gibson, Marta Cantijoch and Silvia Galandini presented their findings to an attentive audience at King’s College London.
The project has taken a multi-pronged approach, asking our users to complete questionnaires, participate in online discussions, or keep a 12-week diary about political and community engagement (thanks very much to you, if you were one of the participants in this!). The result was a bunch of both qualitative and quantitative data which we’ll be able to come back to and slice multiple ways in the future – Gibson says that they haven’t as yet managed to analyse all of the free text diaries yet, for example.
In itself this study was interesting, because not much research has previously been conducted into the impact of digital civic tools – and yet, as we know from our own international activities, people (not least ourselves) are launching sites all over the world based on the premise that they work.
Some top-level conclusions
The research will be published in full at a future date, and it’s too complex to cover all of it within the confines of a short blog post, but here are just a few of the takeaway findings:
- A small but quantifiable uplift in ‘civic participation’ was noticed in the period after people had used our sites. This could include anything from working with others in the local community to make improvements, to volunteering for a charity.
- No change was found in the level of political influence or understanding that people judged themselves to have. This was a surprise to the researchers, who had thought that users would feel more empowered and knowledgeable after contacting those in power, or checking up on their parliamentary activity.
- As with our research back in 2011, the ‘average’ user of mySociety sites was found to be white, above middle-aged, and educated to at least degree level. Clearly this is a userbase which we desperately need to expand, and we’ll be looking carefully – with more research and some concentrated outreach efforts – at how we can do that.
- Users tended to identify themselves as people who already had an interest in politics. Again, here is an area in which we can improve. Of course, we’re happy to serve such users, but we also want to be accessible to those who have less of a baseline interest.
- Many users spoke of community action as bringing great satisfaction. In some cases, that was getting together in real life to make improvements, but others saw something as simple as reporting graffiti on FixMyStreet as an action that improved the local area for everyone.
Thanks to the University of Manchester researchers for these insights and for presenting them so engagingly. We’ll update when the full research is available.
Our team member Richard has now analysed every single one of those votes, and his findings have been added to each MP’s information on TheyWorkForYou.
We hope that’s great news for users: it means that we can now present a really full picture of how your MP voted on key topics.
It’s also potentially useful for developers, eDemocracy hackers and campaign groups, who can pick up our data and use it as they please.
So what exactly is the data?
Often MPs vote on motions which are, at first glance, rather incomprehensible and cryptic. They might vote for example on a motion to accept:
Amendments (a) to (d) proposed in lieu of Lords amendments 1 to 4 and 6.
We’ve done the research to determine what MPs were actually voting on in each case, and turned their archaic language into plain English.
For every vote we’ve written a sentence to describe the effect of voting either “aye” or “no”. In relation to one MP’s vote on the evening of the 9th of July 2014 we write:
Mark Pawsey MP, Rugby voted for a residence test as an eligibility criteria for civil legal aid; subject to exceptions for refugees and those who have sought asylum.
In addition to describing every vote, we have decided whether it should be considered relevant to the topics we list on each MP’s page (see an example MP here, or check your own MP by inputting your postcode on the homepage, then clicking ‘voting record’ on your MP’s page).
If a vote was relevant to one of the statements we show on TheyWorkForYou, we then determined whether voting ‘aye’ or ‘no’ was a vote for or against the statement and if the vote was very important, or less important. By clicking on the green ‘details’ button beside each statement on an MP’s voting record you can see exactly which individual votes contributed to it as well as how we calculated which wording such as “moderately for” or “strongly against” to apply in each case.
Matters MPs have voted on since the 2010 general election have ranged from bankers’ bonuses to same sex marriage; from food banks to the “bedroom tax” (all of which have contributed to statements we show on TheyWorkForYou); from daylight saving to the regulation of hairdressers (neither included) – and plenty more. (We’ve written previously about how we select which topics to show on TheyWorkForYou.)
Of course, Parliament continues to hold votes, and we’ll be continuing to analyse the results as they come in – but it is good to know that we are bang up to date.
How can this data be used?
We have plenty of ideas ourselves, and we want to hear yours, too. With the forthcoming general election, one obvious use is for ‘who should I vote for?’ tools, which match users’ opinions with those of each party.
There’s also potential for comparisons between what constituents believe and what their elected representative has voted for.
No doubt there are many other ideas that haven’t even occurred to us yet – please do get in touch if you have ideas and you’d like to use this data.

The last few weeks since the US election have seen an explosion in articles and blog posts about how Obama’s tech team pulled out the stops in their race against the Republicans. It’s been an exciting time to learn about the new techniques dreamed up, and the old ones put to the test.
For those of us who develop non-partisan services to help people report broken street lights or make Freedom of Information Requests, such stories certainly seem unimaginably glamorous: I don’t think any of my colleagues will ever get hugged by Barack Obama!
But it has also been an interesting time to reflect on the difference between choosing to use tech skills to win a particular fight, versus trying to improve the workings of the democratic system, or helping people to self-organise and take some control of their own lives.
At one level there’s no competition at all: the partisan tech community is big and economically healthy. It raises vast amounts of cold hard cash through credit card payments (taking a cut to pay its own bills) and produces squillons of donors, signers, visitors, tweeters, video watchers and so on. The non-partisan tech community is much smaller – has fewer sustainable organisations, and with the exception of some big online petitions, doesn’t get the same sort of traffic spikes. By these metrics there’s absolutely no doubt which use of tech is the most important: the partisan kind where technology is used to beat your opponent, whether they are a political candidate, a policy, company, or an idea.
But I am still filled with an excitement about the prospects for non-partisan technologies that I can’t muster for even the coolest uses of randomized control trial-driven political messaging. The reason why all comes down to the fact that major partisan digital campaigns change the world, but they don’t do it in the way that services like eBay, TripAdvisor and Match.com do.
What all these sites have in common – helping people sell stuff they own, find a hotel, or a life partner – is that they represent a positive change in the lives of millions of people that is not directly opposed by a counter-shift. These sites have improved the experience of selling stuff, finding hotels and finding life partners in ways that don’t attract equal and opposite forces, driven by similar technologies.
This is different from the case of campaigning tech: here a huge mailing list is pitted against another even huger mailing list. Epic fund-raising tools are pitched against even more epic fund-raising tools. Orca vs Narwhal. Right now, in US politics, the Democrats have a clear edge over the technology lined up against them, and I totally understand why that must feel amazing to be part of. But everything you build in this field always attracts people trying to undo your work by directly opposing it. There is something inate to the nature of partisanship which means that one camp using a technology will ultimately attract counter-usage by an opposing camp.
This automatic-counterweighting doesn’t happen with services that shift whole sectors – like TripAdvisor did. In the hotel-finding world, the customer has been made stronger, the hotel sector weaker, and the net simply doesn’t provide tools to the hotel industry to counter what TripAdvisor does.
It is this model – the model of scaleable, popular technology platforms that help people to live their lives better – that I aspire to bring to the civic, democratic and community spheres in my work. Neither I nor mySociety has yet come up with anything even remotely on the scale of a TripAdvisor, but there remains the tantalising possibility that someone might manage it – a huge, scaleable app of meaningful positive impact on democratic, civic or governance systems*. Our sites are probably about as big as it gets so far, and that’s not big enough by far.
If someone does manage to find and deliver the dream – some sort of hugely scalable, impactful non-partisan civic or democratic app & website, it is unlikely that the net will instantly throw up an equal and opposite counterweight. There is a real possibility that the whole experience of being a citizen, the whole task of trying to govern a country well will be given a shot in the arm that won’t go away as soon as someone figures out how to oppose it. I’m not talking Utopia, I’m just talking better. But what motivates me is that it could be better for good, not just until the Other Team matches your skills.
And that – in rather more words than I meant to use – is why I am still excited by non-partisan tech, and why I really hope that some of the awesome technologists who worked in the political campaigns of 2012 get involved in our scene.

* You can certainly make an argument that Twitter and Facebook sort-of represent non-partisan democracy platforms that have scaled. But some people disagree vehemently, and I don’t want to get into that here.
One of the key differences between the UK’s national parliament and its local governments is that Parliament produces a written record of what gets said – Hansard.
This practice – which has no actual legal power – still has a huge impact on successful functioning of Parliament. MPs share their own quotes, they quote things back to one-another, journalists cite questions and answers, and every day TheyWorkForYou sends tens of thousands of email alerts to people who want to know who said what yesterday in Parliament. Without freely available transcripts of Parliamentary debates, it is likely that Parliament would not be anything like as prominent an institution in British public life.
No Local Hansards
Councils, of course, are too poor to have transcribers, and so don’t produce transcripts. Plus, nobody wants to know what’s going on anyway. Those are the twin beliefs that ensure that verbatim transcripts are an exceptional rarity in the local government world.
At mySociety we think the time has come to actively challenge these beliefs. We are going to be building a set of technologies whose aim is to start making the production of written transcripts of local government meetings a normal practice.
We believe that being able to get sent some form of alert when a council meeting mentions your street is a gentle and psychologically realistic way of engaging regular people with the decisions being made in their local governments. We believe transcripts are worth producing because they show that local politics is actually carried out by humans.
The State of the Art Still Needs You
First, though – a reality check. No technology currently exists that can entirely remove human labour from the production of good quality transcripts of noisy, complicated public meetings. But technology is now at a point where it is possible to substantially collapse the energy and skills required to record, edit and publish transcripts of public meetings of all kinds.
We are planning to develop software that uses off-the-shelf voice recognition technologies to produce rough drafts of transcripts that can then be edited and published through a web browser. Our role will not be in working on the voice recognition itself, but rather on making the whole experience of setting out to record, transcribe and publish a speech or session as easy, fast and enjoyable as possible. And we will build tools to make browsing and sharing the data as nice as we know how. All this fits within our Components strategy.
But mySociety cannot ourselves go to all these meetings. And it appears exceptionally unlikely that councils will want to pay for official transcribers at this point in history. So what we’re asking today is for interest from individuals – inside or outside councils – willing to have a go at transcribing meetings as we develop the software.
It doesn’t have to be definitive to be valuable
Hansard is the record of pretty much everything that gets said in Parliament. This has led to the idea that if you don’t record everything said in every session, your project is a failure. But if Wikipedia has taught us anything, it is that starting small – producing little nuggets of value from the first day – is the right way to get started on hairy, ambitious projects. We’re not looking for people willing to give up their lives to transcribe endlessly and for free – we’re looking for people for whom having a transcript is useful to them anyway, people willing to transcribe at least partly out of self interest. We’re looking for these initial enthusiasts to start building up transcripts that slowly shift the idea of what ‘normal’ conduct in local government is.
Unlike Wikipedia we’re not really talking about a single mega database with community rules. Our current plans are to let you set up a database which you would own – just as you own your blog on Blogger or WordPress, perhaps with collaborators. Maybe you just want to record each annual address of the Lord Mayor – that’s fine. We just want to build something that suits many different people’s needs, and which lifts the veil on so much hidden decision making in this country.

The main purpose of this post is to tell people that mySociety is heading in this direction, and that we’d like you along for the ride. We won’t have a beta to play with for a good few months yet, but we are keen to hear from anyone who thinks they might be an early adopter, or who knows of other people who might want to be involved.
And we’re just as keen to hear from people inside councils as outside, although we know your hands are more tied. My friend and mySociety’s first developer Chris Lightfoot died five years ago today. He killed himself in his own flat for reasons that we will never really know, but which are doubtless linked to the depression which he’d been fighting for years. He was just 28, but had already achieved so much that The Times ran an obituary of him. He would have laughed mightily about the fact that this is now behind a paywall.
To mark this occasion I wanted to write something for mySociety staff and volunteers who never knew Chris, and for a wider audience of people who work in places like GDS, Code For America or indeed anyone with an interest in politics and governance. What Chris represented is too important to be lost in the grief at his passing.
The basic fact to understand about Chris was that he was a very specific kind of polymath – one perfectly suited to the internet age. What I mean by this is that he did much more than simply master varying disciplines: he saw and drew connections between fields. He wouldn’t just master cartographic principles, engage in politics and, as Francis Irving put it, ‘write Perl like other people write English’: he invariably saw the connections and mixed them up in meaningful and often pioneering ways.
Moreover, this mixing of disciplines was conducted at a furious, restless pace, and knew absolutely no concept of ‘too hard’ – problems were either fundamentally impossible, or ‘trivially soluble’, to use one of his favourite and most gloriously under-stated phrases. Who else would build the technology to break a captcha, just to investigate what American truck rental costs tell us about internal migration in America, for fun? The answer is trivial.
That he was a genius is not what I want you to understand. Telling you that someone you never met was smarter than you is not helpful, and doesn’t fulfil my promise to tell you why understanding Chris matters.
What is fundamentally valuable about Chris’ legacy (besides piles of code that power services still running today) is that his story signals how we all need to change our conception of what it means to be ‘wise enough to rule’. Let me explain.
Unlike most of us, Chris had the luxury of being able to pick any field of study that interested him, dig up some books and papers, and teach himself a graduate-level understanding in what felt like a few days. It is hard to express quite how fast he could consume and internalise complex new information, and how relentlessly he went at it. To note that he got six A grades at A-level is too puerile a précis, but it is indicative.*
Again, I am not telling you this to make you feel stupid: what matters is what he chose to do with this gift. What he chose to do was built an ever-expanding palette of skills from which he could paint as he pleased. And what he chose to paint was a vision of a better, saner world.
This painting ranged across a huge expanse of topics and disciplines: nuclear engineering, political ideologies, constitutional law, military history, statistics, psephology, economics, security engineering, behavioural psychology, propaganda, intellectual propery law and more. His favourite brushes were Perl and a blog composed of prose so sharp and funny that George Bernard Shaw would not have been displeased by the comparison. I still wish I could write half as well as him.
What I want to communicate most is this: the disciplines he chose to study form a combined19th, 20th and 21st century curriculum of skills required by modern leaders, both leaders of political organisations and government bureaucracies. Chris’s life was the invention of a massively expanded, far more up to date version of the traditional Politics, Philosophy and Economics course that this country still uses to educate its elites.
Some of these disciplines are timeless, like the understanding of ideologies or economics. Some represent vital new issues that emerged in the 20th century, like nuclear energy and world-scale warfare. But mixed in there are wholly new, alien group of skills that the recent SOPA, Wikileaks and ID cards debacles show that modern leaders haven’t got anywhere near to internalising: they include knowledge about security engineering, intellectual property and how new technologies clash with old laws and ideologies. They are skills that nobody used to think were political, but which are now centre stage in a polity that can’t keep up.
This doesn’t mean Chris would have made a perfect leader: I used to argue with him a lot about how he weighed up the costs and benefits of different issues. But what he fundamentally had right was the understanding that you could no longer run a country properly if the elites don’t understand technology in the same way they grasp economics or ideology or propaganda. His analysis and predictions about what would happens if elites couldn’t learn were savage and depressingly accurate.
The canon of Chris’s writings and projects embody the idea that what good governance and the good society look like is now inextricably linked to an understanding of the digital. He truly saw how complex and interesting the world was when you understood power as well as networking principles in a way that few have since.
There is, of course, much more to say about Chris’s life. His blog, built on software that foresaw Posterous, is wonderful, hilarious and utterly readable, so you can learn more yourself. Martin Keegan’s obituary is touching and a much better portrait of how much fun it was to be friends with Chris. I hope to memorialise what he represents to me, if I can. But for now, I’ll sign off with a quote from a blog commentor:
“Chris was kind enough to take the time to reply to me, an internet nobody whom he didn’t know from a bar of soap, on a fairly complex statistical question once. He took a lot of time and effort in his response, and he made sure I understood it properly. It’s not often you find knowledgeable people willing to take their own time to educate an unknown person. We need more people like him, not less.”
* For US readers, this is like having a GPA of 4.0, but achieved across twice as many subjects as you actually need to take.
Back in November 2006 we launched Number 10’s petitions website. We were pretty proud of the usability-centred site we built – we can still lay a pretty good claim to it being one of the biggest democracy sites (measured in terms of people transacting) that the world’s ever seen.
Over 12 million signatures had been added to petitions by the time the site was switched off after the 2010 general election. We were particularly proud of developing a system that was highly load-tolerant: we once survived over 20,000 people signing within a single hour, all whilst running on a pair of cheap little servers. That performance on so little hardware was down to the raw brilliance represented by a coding team made up of Francis Irving, Matthew Somerville, and the late, great Chris Lightfoot.
We’re also pleased that the popularity of the site led to the irresistible rise of the belief that the public should be able to petition the government via the internet. So even though our site was mothballed, Parliament and DirectGov have taken over the idea, and the commitment has been upped a notch, from ‘we’ll send a reply’ to ‘we’ll talk about it’. To be clear, we are not, nor have ever been a community interested in replacing representative democracy with direct democracy, but anything that can squeeze any drop of change from Parliament is worth a small celebration.
What’s most pleasing, though, is that we’ve been able to take the open source code built for Number 10, improve and expand upon it to develop a hosted petitions service for local councils around the country, or the rest of the world. And this is where we found the most important lesson for us: local petitions can be awesome, and despite the much smaller numbers of signatories involved, we’ve been more widely and frequently impressed by local petitions and responses than at the more glamorous national level. We’re particular fans of Hounslow Borough Council who have given positive and detailed feedback on all sorts of genuine local issues, as well as working hard to let local residents know that the service exists.
Just recently we launched a site to make it really easy to find local council petition websites, because there are hundreds hidden away (we built some; most are supplied by other vendors). If we could see anything result from today’s huge explosion of interest in online petitions, it would be that people might start to look local, and explore what petitions in their community could mean.
In January last year, at our yearly staff and volunteers retreat, we decided that TheyWorkForYou should do something special for the general election. We decided that we wanted to gather information on where every candidate in every seat stood on what most people would think were the biggest issues, not just nationally but locally too.
Our reasons for setting this ambitious goal were two fold. First, we thought that pinning people down to a survey that didn’t reward rhetorical flourishes would help the electorate cut through the spin that accompanies all elections. But even more important was to increase our ability to hold new MPs to account: we want users of TheyWorkForYou in the future to be able to see how Parliamentary voting records align with campaign statements.
This meant doing quite a lot of quite difficult things:
- Working out who all the candidates are (thousands of them)
- Working out how to contact them.
- Gathering thousands of local issues from every corner of the country, and quality assuring them.
- Developing a balanced set of national issues.
- Sending the candidates surveys, and chasing them up.
The Volunteer Army
This has turned out to be a massive operation, requiring the creation of the independent Democracy Club set up by the amazing new volunteers Seb Bacon and Tim Green, and an entire candidate database site YourNextMP, built by another new volunteer Edmund von der Burg. Eventually we managed to get at least one local issue in over 80% of constituencies, aided by nearly 6000 new volunteers spread from Lands End to John O’Groats. There’s at least one volunteer in every constituency in Great Britain, and in all but three in Northern Ireland. Volunteers have done more than just submit issues, they’ve played our duck house game to help gather thousands of email addresses, phone numbers, and postal addresses.
What we ended up with is a candidate survey that is different for every constituency – 650 different surveys, in short. The survey always contains the same 15 national issues (chosen by a politically balanced panel held at the Institute for Government) and then anything between zero and ten local issues. We’ve seen everything from cockle protection to subsidies for ferries raised – over 3000 local issues were submitted, before being painstakingly moderated, twice, by uber-volunteers checking for for spelling, grammar, obvious bias and straightforward interestingness (it isn’t really worth asking candidates if they are in favour of Good Things and against Bad Things).
In the last couple of days we’ve started to send out the first surveys – we’ve just passed 1000 emails, and there are at least 2000 still to be sent.
We’re aiming to release the data we are gathering on candidates positions on 30th April. We’ll build a nice interface to explore it, but we also hope that others will do something with what we are expecting to be quite a valuable dataset.
Candidates are busy people, so how do we get their attention? Happily, some candidates are choosing to answer the survey just because TheyWorkForYou has a well know brand in the political world, but this has limits.
The answer is that we are going to ask Democracy Club, and it’s army of volunteers to help. We’ll shortly roll out a tool that will tell volunteers which of their candidates haven’t taken the opportunity to go on the record , and provide a range of ways for them to push for their candidates to fill it in.
It would be a lie to say we’re confident we’ll get every last candidate. But we are confident we can make sure that no candidate can claim they didn’t see, or didn’t know it was important to their constituents. And every extra voice we have makes that more likely.
We know from our inboxes that there are people all over the world who would love to start sites like TheyWorkForYou.com, FixMyStreet.com, or WhatDoTheyKnow.com in their own countries. Building and running these sites is hard, though, and takes time, money, and love. Until now we haven’t been able to do much for these keen correspondents beyond sharing our ideas, sharing our code, and wishing people the very best of luck. We’re happy to say that for at least some of these people, things are about to change for the better.
If you live in Central or Eastern Europe, we’re now in a position to help you get effective democracy and transparency websites built. mySociety have teamed up with the Open Society Institute (OSI) and together we are now looking for determined people with great ideas for new digital transparency and accountability services in their countries.
Over the next few months we are running a Call for Proposals, similar to the one we recently ran in the UK. The big difference is that this time we’re not looking for projects that we will build. We’re looking for projects you want to build, but that for lack of funds or lack of the right skills, you can’t get started yourself.
Each month the Open Society Institute and mySociety will work closely together to select a series of projects to fund and mentor. Crucially, the call isn’t solely for existing NGOs: the process is absolutely open to submissions from individuals or groups with no prior direct experience of working in the transparency and accountability sector, but who have a good idea that addresses a problem they see in their country. We will, however, look more favourably on applicants with access to the advanced programming skills required to build sites like this.
The criteria are simple, though demanding:
- The projects have to generate some kind of meaningful transparency, accountability, or democratic empowerment of another kind.
- The projects must seize the unique benefits that the Internet brings with it, such as scalability, two way communication, easy data analysis and so on.

One of the most striking uses of PledgeBank in recent times was the pledge made by 1700 people to commemorate Ada Lovelace’s birthday by blogging about an inspiring woman in the technology world.
I have had several possible choices, but I’ve decided on Angie Ahl, mySociety’s 4th and most recent full time developer.
Angie is mySociety through and through. A born perl hacker, never happier than knee deep in some grungy regular expressions, she’s also gifted with an inate understanding of the possibilities of technology for democratic reform. At interview I asked her what change she’d like to see happen from the government side of our sector, and she replied that she thought the biggest possible win was to publish Bills in parliament in a proper format. You might have heard all this before, thanks to Free Our Bills, but Angie was commenting several months before we ever discussed the idea for the campaign with anyone else. She’d just looked at the world and the obvious problem had jumped out, clear as day.
Sadly, it’s no secret than Angie’s been seriously ill for some time. Despite this she’s managed things that’d be beyond me in the best of health: I’m only typing into wordpress now because she migrated the whole of this site from our previous system. She came to our retreat back in January and showed an unerring ability to ask tough questions of the right people, even when tired.
Angie beat a 100% male field to get the job she has now. She’s unpretentious, straight talking and as glowingly warm to be near as a roaring log fire. She’s also getting married within the next few days. Congrats, Angie: Tommy couldn’t have done better.
