1. Web Tool For Public Debate/Dynamic Case-Study/Tunnel Blanka as a pilot project

    What problem are you solving?:

    – Lack of public debate on complex and complicated public matters (Projects (i.e. government´s and public authorities ideas/plans/projects)
    – Lack of understanding of problems and relevant impacts.(concentrating important information and description of possible impacts of such Projects)- Lack of independent source of information. The Pilot Project: the Blanka project (Prague inner-city transportation circle tunnel:www.tunelblanka.cz), which has already started and is scheduled to be finished by the end of 2012. The project launch: end of May, 2010. The universal Web Tool should be available to public use for free.
    – Lack of involvement of citizens in public debate and public processes.

    Describe your idea:

    The idea is a structured web site, in which each subpage category has its own editor and handles different topics. The main description page (DP) contains basic data known up to date, the discipline-related subpages (DRS) handle issues from the DP and other sources from their own discipline ( economy, ecology, etc), the synthetic page (SP) receives results from DRS. SP editor then prepares the material for (a) results of the debate in form of main issues that should be addressed to politicians, media, and wider public as topics to be debated & question asked within the public debate and (b) case-study that can be used to explain problems coming with such Projects. Structure and functionality: see the attached file with the chart. Data processed by the Web tool editors will be kept in databases freely accessible. Results will be under the public control and discussable at the Forum, which will be the basis for any Project-related discussions.

    Who are you?:

    I am an independent lawyer running a law firm (see www.kuceralegal.cz). As a side activity, I provide consultations on fundraising and other legal issues to NGOs (for instance www.nett.aid.cz, www.nadacevia.cz ,etc.). My idea on the organization of the project is that NGO that deals with city environment and city transportation would manage the day-to-day work (Auto-Mat) and I will become a part of a board of non-paid professionals to supervise the work i.e. to consult editors of individual pages and discuss management issues & development plan on regular project meetings.   2. Democracy under the Microscope

    What problem are you solving?:

    In current world of information explosion is very hard to process all informations, that are necessary for doing right decisions. Mass media moreover doesn’t make this situation easier, because they usually don’t publish situation or historical overview.
    For information access simplification it would be great to have one place, that will be collecting relevant informations about politician – such as history, interests, incomes, expenses, speeches and their real behaviour in the parliament.
    Voting from parliament are publicly available (results from Chamber of Deputies – http://www.psp.cz/sqw/hlasy.sqw?G=50985&o=5), but their representation doesn’t provide overall view. For getting overview is necessary visualise them, because it’s well known, that a picture is worth a thousand words.

    Describe your idea:

    Problem described above could be solved by creating web application, that will be collecting data, computing statistics and present them in understandable form.
    The best way is use code from existing project http://www.theyworkforyou.com, which provides intuitive user interface and well documented API. So the project development can be divided into three steps:
    1) It’s important to add infrastructure, that allows internationalization and localization. When this infrastructure will be added, all other countries will be able to use this project more easily to display informations about their own politics.
    2) Adding tools for receiving needed data from Czech sources (parliament, statistical office). So people from Czech Republic will be able to have better political situation overview.
    3) Gathered data will be used for computing overall statistics – such as how they really acts, how independent they are on party decisions, etc. For better understanding this data will be visualised.

    In the past I have created application – for my personal use – that aggregates data from parliament voting and computes similarity between parliamentarian and coalition and parliamentarian and other parliamentarians and visualises them.     We are trying to give transparent information(with the pros and cons of its own) regarding the Czech Republic to the foreigners who come to live in this country.

    Describe your idea:

    We are trying to provide the reality of the life in Prague and the Czech Republic to the foreigners who come to live in this country, Furthermore, our aim is not to show the beautiful sights that this country offers but to be transparent and truthfully on the Czech reality.It includes opinions from different people and different nationalities. We are trying to be diverse and real as well.
