    What problem are you solving?:

    Environment in Albania is a big issue. Although it is an important part of everyone’s, life people often are indifferent. You find everyday law breaking examples. This project would like to raise awareness of a wide target on environment. Creation of a webpage www.sebashkupermjedisin will be the tool to address all environmental issues. The website will be fulfilled with the environmental legislation, cases of law breaking, ways to react, models of abroad for a better and safer environment.

    Describe your idea:

    If we refer to the European Commission Report for Albania 2009, the chapter on environment, the general comment was:
    “There has been limited progress in the area of horizontal legislation…Overall, there have been some positive legislative developments but implementation and enforcement remain weak”.
    So the content of the message is very clear and there are lots of elements impacting this situation. We would like to sensitize the wide public for the situation where the environment in Albania is nowadays, and to stimulate pro-environmental behaviors and actions.The website will have important information, the environmental legislation, the examples of law breaking, the measures to be taken, models of good environmental action from abroad, etc. The Center of Ekolevizja Group, will use its resources of information and expertize to fulfill the goal of this initiative

    The “EKOLEVIZJA” Group is an alliance of 37 environmental NGOs, created in January, 2004, a unique countrywide network committed to environment protection and sustainable management. The Group was created as a result of the indispensibility of strengthening the joint voice and willingness to build up the synergy and undertake concerted actions of the civil society to exert the demanding presure to the decision-makers in this developement stage of the country, to prevent the negative environment impact and sustain an environmnetally friendly development.

    trasparency in local government. involvement of the citizens in local government issues.

    Describe your idea:

    a website, maybe latter accompanied by a monthly paper, however firstly electronic, who would deal with the local government issues for the district of lezha. I see it like this, a common page for all the ten local entities of the Lezha district, a window for each. Like the Municipality of Lezha, communes of Shengjin, Shenkolle, Balldre, Ungrej, Kallmet, Kolsh, Dajç, Blinisht and Zejmen and one window for the district governors.
    Each window would contain the main icons
    ELECTORAL PROMISES, PAPER PROJECTS and IMPLEMENTED PROJECTS, WHERE TO GO, REQUESTS-COMPLAINTS, SAY YOUR THOUGHT, ORGANIZATIONS
    And of course there would be a main page where the most successful projects, the most interesting idea and the other side most problematic issue and worse governing matters would be present.
    And all issues must have the possibility for the citizens to comment. The staff would make sure that the comments, requests, and all the issues reaches the right ear.

    I work as the specialist for the foreign affairs at the municipality of lezha. often I see that there is little collaboration between governors and citizens. I think this is a national problem, maybe emerging from the division government-people in the history of my nation. however I believe that whatever governor wants to govern best must hear the people and not pretend that he knows all the matters.
    i am graduated as a teacher of English at the university of Tirana, worked as an emigrant in Italy for 7 years, collaborated with different international, Italian and Albanian organizations, worked as a journalist in Albania and Italy and translated.
    actually I started a project called www.oraret.com, and when I saw your call I think this is what I wanted even from oraret.com because having a voice that is what people need. it would help making things systematic and more efficient.

    What problem are you solving?:

    – Turn the focus toward the real aspects of governing and economy that are negelected by the local media.
    – Provide a look to the bigger picture of social and economic development through new forms of information visualisation.
    – Promote transparency by providing raw data and structured data about what our governement does.

    Describe your idea:

    We aim to create a project that will provide Data and Data visualization! Through new forms of Data Visualization, it will be easy to draw concrete and logical conclusions regarding the progress or regress of certain aspects of economy and social life in Albania.

    By providing a Web Services system, we can provide a first approach to a Gov 2.0 system that can be later initiated by the Albanian Government, just like many other developed countries have created recently.
    In conclusion the object of our project will be:
    – use and development of information technology for easily understandable visualization of statistics where it is easy to draw conclusions
    – provide free dissemination of the results
    – publish and distribute value content based on these data via the Internet and other media.
    – create communication channels with the public through our website. The public can contribute or ask questions related to the data presented and the operations behind these data.

    We are a group of IT professionals with an interest in online media. We have been running one of the largest national portal for Albania since year 2002(www.shqiperia.com), and we have contributed to a couple of non-profit open dialogue websites in Albania.

    Working with internet and social projects since 2002, we have gathered a lot of internet experience to understand that information is the key factor to a righ decision making policy. There is a need for valueable content in the Albanian Media today.

  4. tutoring online

    What problem are you solving?:

    In albania does not exist a “tutoring online ” where all students should ask their questions or learn from the tutoring online.this is a big problem because the students in universities (public or privates) does not learn,research and share experiences with each other in real time .This problem really influences on the quality of the studies in Albanian universities.The univesities in albania are not understanding the real power of the online technology and they are not working in developing it as an important tool to comunicate with the others.

    Describe your idea:

    The idea is to buid a online center where the students will find profesors online to help them and to answer their questions using open source tech.then after a while the students will have a database where they can search for the answers they need.This way we have a system that evolves every day and the students and everyone who wants knowledge will search there for it.This project will help the process of learning and researching in our universities with the fleksibility of the online technology.

    We are a group of ex-students(now we are grown up and we work) that still are thinking to improve the univesitary system in albania with the help of tech. Personaly I work as IT administrator. 2 of us are young profesors in universities . another is a lawyer.2 others are still students for masters degree.we think that knowledge is the best material to build and to evolve in our world.

  5. Tracking Public Money: Monitoring & Analysis of Public Tendering Procedures & Outcomes

    What problem are you solving?:

    Recently the government has engaged in what it calls ‘the fight against corruption’. Public Procurement has been one of the sectors mostly blamed for corruption. Since 2007 the law requires public institutions to announce all tenders through the Public Procurement Agency’s website.

    There is still concern in the media and among the public that procedures are not adhered to and corruption is still present although in more sophisticated ways. Accusations about cases of misuse and corrupt practices float around between political and business groups but very little or no factual information is made public. The government website in itself has many limitations such as lack of analysis and aggregated information, poor presentation, insufficient functionality and no interactivity.

    Describe your idea:

    The website will collect, aggregate, process, analyze and publish relevant information regarding public procurement. The purpose is to inform the public where the taxpayer money goes, to enable the public to participate in the debate and add transparency to tendering practices. The website will feature interpretations of main findings, listings of top winners, frequencies of tender processes, etc. A dynamic database will enable the creation of ID cards for each winning company containing information on the number tenders won, the procuring institutions, the company’s owners, and the tender values. Users will be able to select ”highlights” or “quick links” such as “Top 10 or Top 20 Winners”.

    A discussion forum and complaint section will be set up and promoted with the aim of providing a voice to the public. Selected media reports on tender procedures will feature in the website.

  6. Who Gets the Big Money in Construction: Tracking Permits and Companies

    What problem are you solving?:

    Construction is a lucrative industry in Albania making up 14.3% of the country’s GDP and enjoying high profit margins. The construction industry is viewed by the public and media as a playground of shady deals, corrupt affairs, distorted market rules, and unaccountability. Fierce accusations are exchanged between opposing political groups regarding corruption in construction projects but somehow the public debate ends there. The public perception is that bribes are the accepted method of solving issues for construction companies.

    There is little or no public information available about permit procedures and no tracking system for construction projects. There is a gap in documenting procedures and identifying actors in the construction field. Media and the general public can not find information about the way building licensing and permits are provided.

    Describe your idea:

    The project aims to add transparency to an important sector for the socio-economic life in Albania. It will document the way construction permits are processed and it will publish meaningful information about who gets permits and at what values. The website will invite the media, general public, urban development specialists and construction companies to participate in discussion forums, post complaints and report cases of abuse.

    Initially the website will focus on the main cities with the potential to expand later. We will use online and offline sources and process raw data through online analytical tools and programming for producing aggregated data and producing meaningful findings. The website will serve as a main source of information for the media given the lack of similar sources. A section will be set up in order to receive feedback from users regarding the information they are interested in.
