Steve is currently the Director of Strategy and Innovation at the Government of Jersey, working to turn the emerging theory of open policy making, participatory design and digital government into practice.

He is developing a new Jersey foresight capability, and leads on a range on long-term strategic challenges including the islands’ response to the climate emergency, sustainable development and impacts of technology.

Previously, Steve led on public service reform and policy for Stockport Council, where he created the award winning Digital by Design programme. He also worked as a Mayoral digital advisor and Chair of the GM Connect programme for the Greater Manchester Combined Authority.
