Summary
PledgeBank allows people to say "I'll do X it if other people will do X as well". This could be "I'll paint my door red if three other people on my street do the same", or "I'll start recycling if 1000 other people in my town agree to".

A description of the user's experience of the site
An organiser registers with the site, describing the nature of the problem, the minimum threshold required to surpass it, and a deadline by which pledges must be in. They can also enter some email addresses to alert friends and contacts as to the creation of the pledge bank.
A user who hears about the project goes to the site, finds the project, gives a name and email address, and pledges their support.
After a certain period of time, everyone who has signed up is notified by email as to whether the pledge's minimum threshold has or has not been met. If it has, users are requested to fulfil their pledge, whether that is donating time, money, or some other action.

Suggestions & comments
I like this idea. If using credit/debit cards for pledging payments online, there's a faciity provided that may be useful, where the amount of money is not taken from your account, but is 'locked' (or is it 'blocked'?) for the supplier to take at a later date if they require. I recall a car hire agency using this facility to 'block' a deposit on my account, which they would take only in case of accident. - Struan Bartlett.
