We would like to have a beta version ready for the 21st October 2004, if possible. This means specifying minimum functionality.
Ability to identify areas from postcodes (any area in the UK)
Ability to identify all representatives for at least one Local Authority (West Sussex)
Ability to send faxs and emails to all those representatives (if there are fax numbers)
Working interface
Email verification to prevent abuse
Anti-scraping tool to prevent scraping of licenced data
Some demonstration of web services functionality (at least of one of the components)
What this doesn't necessarily include:
Areas other than West Sussex
Interaction with a licenced councillor dataset (i.e we could just enter this data manually into DaDem)
