More than 2 postcodes
Any 1 address should not be able to send messages using more than 1 postcode [Tom S]
- since it is not possible for a single address to have more than 1 postcode unless it's a business, I think that this must necessarily be abuse. The students scenario should use their home address for the other constituency [stef]
Any one address not to more than 1 MP
Any 1 address should not be able to contact representatives from more than administrive unit at any one tier of representatives.

Any one person (name) should not be able to send more than 2 messages to any one rep within 24 hours.

Organised spamming
Any one rep sent more than 4 messages from any number of IPs in one hour should have the next messages held up in the queue until they are let through by manual intervention. [Tom S]
